  Prof. Lei Meng
  Shandong University, China
 

Lei Meng is Professor with the School of Software, Shandong University. He received the B.Eng.’s degree in 2010 from Shandong University, China, and obtained the PhD’s degree in 2015 from Nanyang Technological University. From 2015 to 2020, he worked successively at Nanyang Technological University and National University of Singapore as Research Fellow and Senior Research Fellow. His research interests include multimedia computing, deep learning, and its applications in healthcare and digital twin for social governance. He has published a book with Springer and fifty conference and journal papers at top and renowned venues, such as MM, AAAI, TKDE and TNNLS. He serves as the Associate Editor of Applied Soft Computing, and the (senior) program committee member of top-tier conferences, such as MM, AAAI, IJCAI, and SIGIR.

  Dr. Patrick LOW
Government Industry Expert Enterprise Business Group
Huawei Technologies Co., Ltd
 

Based in Singapore, Patrick is currently an Industry Expert with the Global Government Business Unit, focusing on the Education & Healthcare segments. He has over 17 years of ICT experiences, with strong background in data center, cloud computing and Artificial Intelligence.
Patrick started his career with the Republic of Singapore Air Force (RSAF). He worked as a lecturer in an Institute of Higher Learning (IHL) and was promoted to the Section Head of Experimental Learning system in the school. During this tenure, Patrick was involved in the implementation of various ICT projects for the school including Green Data Center, Virtual Desktop Infrastructure (VDI), IT Service Management Center (ITSM) and Security Operation Center (SOC), etc. Before joining Huawei, Patrick worked with major IT Technology providers including Microsoft, IBM and HP. He successful led several high profile Cloud Data Center and application transformation projects for various industries, some beyond Singapore.
Within Huawei, Patrick works closely with the solution teams to develop leading innovative ICT solutions for education and healthcare agencies. He has been working closely with clients on multiple projects globally to improve quality of life and provide better education outcome. To grow the Huawei ecosystem, he is also constantly on the lookout for good solution partners and system integrators for collaboration to implement value adding end to end solutions.
Patrick’s strengths include expressing business strategy along with relevant trends in-line with the enterprise’s systems and processes. He has been helping customers and partners to identify and develop the right future ICT transformation solutions and ecosystem, to achieve better outcomes.
Patrick holds a Bachelor of Computer Science with The OPEN University. He is also a certified Cloud Technology Architect (MCSD), Project Manager Professional (PMP), IT Service Management (ITIL v3) among others.

     


Keynote Speaker III


  Prof. Marcus Randall
  Bond University, Australia
 

Professor Randall is the Associate Dean – Student Affairs and Service Quality within the Bond Business School (EQUIS and AASCB accredited), Bond University. He is the Chair of Informatics at the School. For the past ten years, he has had substantive leadership roles in the School, and across the University. He obtained his doctorate from Griffith University in applied mathematics and has worked at Bond University since 1998. He has extensive expertise in evolutionary computation and optimisation applied to real-world problems (particularly water management and agriculture). Professor Randall has also published approximately one hundred peer reviewed works including several books, chapters for books, journal, and conferences articles. He has also been the recipient of numerous research grants. He is Associate Editor of the international journalApplied Soft Computing.

     

Plenary Speaker I


  Prof. Liying Zheng
  Harbin Engineering University, China
 

Liying Zheng received her B.Sc., M.Sc. and Ph.D. degrees in Control Theory and Control Engineering from Harbin Engineering University, China, in 1999, 2001 and 2003, respectively. She is a professor in the Department of Computer Science and Technology at Harbin Engineering University. In 2009, she was also a visiting fellow at Nanyang Technological University, Singapore. Her search interests focus on image processing, object detection, and object tracking. She has authored or co-authored more than 40 transactions and conference papers and took charge of two research projects supported by the National Natural Science Foundation of China. In 2013 and 2014, she and her collaborators organized a special session on Computer Vision and Pattern Recognition at the International Conference on Machine Learning and Cybernetics. She delivered a plenary speech on the 2019 International Conference on Machine Learning and Computing.
